Actually, they just weren't ready for 3D. The hardware they were using for their arcade machines was way too expensive to bring into the home that generation, so the Saturn was designed to be a top flight 2D console originally.
Then Sony blindsided them with the PS1, and they were forced to re-engineer the DC with 3D capabilities, but since it was tacked on after the fact, it used several unusual and off-beat techniques to generate it's 3D... Playstation used hardware that was quite similar to PC hardware, which made the leap a lot easier, and suddenly the PS1 had a ready made library of PC titles that western developers could try to bring over, as well as an unprecedented large collection of eastern titles.
