It's not really my fault if you can't be arsed to EV train them, if you decide not to that's surely up to you but banning it is a bit silly.
Then it wont really be a tournament - it will be people with movesets, EVs and natures from Smogon/some other website. There's no real fun in that. Plus, I would guess, most people simply aren't going to put in the time required to EV train an entire team... and if they do it will push the tournament further on. It will also put people off if they know that other people have EV trained Pokemon whilst they do not.
If you really want a true competitive competition may I suggest that GR isn't the best place for it.

I know that some legends have lower stat bases than other Pokemon... I also know that most of them have dual types that 'normal' Pokemon do not have... I never have and never will use legendaries - I guess it's ok if other people do though.

And Pokerus doubles that, so from a Zubat - instead of getting +1 Speed, you'd get 4 (1x2x2 - EV x Macho x Pokerus). You'd still need to fight 63 Zubats to get 252 EVs.
Obviously I can and will battle people from other forums as well but I thought it'd be cool to look into doing one on here.
EV-ing is just a benefit if you are prepared to put the effort in. It doesn't even take that long really - maybe 30-45 mins. What I normally do is this (example of one I did recently)

252 attack EVs/ 252 speed EVs and 6 HP EVs
Note the max EVs every pokemon can have in total is 510
, and the most in any one stat can be 254 (I think) but only 252 of those are effective. Basically this is because 4 EVs = 1 stat and 252 is the nearest divisible by 4.
Anyway so I know what EVs I want, then what I do is go out and buy 10 Proteins (gives 100 EVs in Attack) and 10 Carbos (gives 100 EVs in speed) which you give them before you start any battling. This leaves me with 152/152/6 to go. So I put macho brace on entei (I don't use pokerus myself) the 6HP EVs is easy, in HG/SS, I would just go and defeat 3 wild Slowpokes whilst holding macho brace. Slowpoke gives 1 HP EV, macho brace doubles that so in the end it's a simple 3x2=6. Slowpokes appear all the time surfing in the water just inside the slowpoke cave. For speed EVs I go to the Diglett cave in HG/SS. I want 152 speed EVs, and diglett is worth 1 speed EV - 2 when holding macho brace. So 152/ 2 = 76 Digletts. I then just mark them off in 5s on a piece of paper until I have 76. Only diglett appears in that cave so it's a great place to EV train speed in that game. You get the occassional Dugtrio, which is worth 2 speed EVs (4 with macho brace) so you can kill those too, just make sure to mark it off as if it were two dittos rather than one if you do - alternatively just run away from the Dugtrios.
For 152 attack EVs, the best place is the water you surf over just to the right of the city where you get Ho-Oh in G/SS. There are goldeens and seakings only in there. Goldeen is worth 1 attack EV, seaking is worth 2 attack EVs - the same as with diglett and dugtrio in speed before. So I'm still wearing macho brace on Entei and proceed to defeat 76 Goldeens. EV Training complete. Then you can ditch the macho brace an battle whatever you want to level up - elite 4 is good to recoup the money you spent on buying the 20 vitamins to begin the process.

The point is, it's a bit silly to ban EV-ing - because it's like a reward for people who want to do that more than anything. If you don't EV train, it doesn't make your pokemon any weaker necessarily, it just means your effor points will be distributed throughout various stats whereas mine are concentrated into the stats I want them in. Might may work out faster and stronger but weaker defensively.
Also you obviously don't have to follow whatever is on smogon or gamefaqs, if you want to add a bit extra into defenses and such there's nothing stopping nyone from doing that.
PokéRus also doubles it. So if you can use pokerus and macho brace you wll get 4x the EVs, but I personally just use Macho Brace.
EV training is useful to know but it isn't the be all and end all. Also the dual typing thing is a load of nonsense, thee are many examples of non-legendaries who are also dual types:
Tyranitar = dark/ rock
Venusaur = poison/ grass
Empoleon = water/ steel
Charizard = fire/ flying
Salamence = dragon/ flying
Garchomp = dragon/ ground
Blaziken = fire/ fighting
Swampert = water/ ground
etc etc
