Even when plugged in via usb cables, it's just not having it. On the off chance that it does manage to connect, it just spams down down constantly.

Tried 3 different controllers, None work on the xbox all work on the 1x. Any ideas?

I don't understand this part of your post, do you have two Xbox Ones? Are you resyncing to the new Xbox? They can't be synced to two different consoles.

Have you tried taking the batteries out for a bit?

Power off the xbox by removing the power cable out of the back of the console and press the on/off button to insure that the power is completely drained from the motherboard. This happened to my girlfriends Xbox a few weeks ago even with all controllers being off and batteries removed. Must be a new bug they've introduced.
