I don't watch so it is a shock to see him in the ring.

In all honesty it should be WDH, not WTF.

Episode of WWF RAW IS WAR from the 2nd November 1998. Coincides nicely with the re-debut of Kane on Monday:

(Part 1 is missing due to a copyright claim by the WWE)

Part 1 - Shane McMahon came out & said his father wasn't going to be in attendance. He announced that the night after Survivor Series, Steve Austin would get his title shot Live on RAW IS WAR. Austin came out to the ring. The cameras then cut backstage to show Vince McMahon getting out of a limo greeted by Patterson, Brisco, Commissioner Slaughter & Big Boss Man. They then made their way to the stage. McMahon said, contrary to the rumours, he was not retiring or stepping down. The only way he would no longer be Chairman of the WWF would be the day he dies. He said ever since Shane McMahon gave Austin a new contract, he'd been in a living hell. He then relieved Shane McMahon of all his corporate duties. However, if he still wanted to be employed by the WWF, he'd take the only position available; that of a lowly referee. And if he didn't do a good enough job, he would be demoted even further to ring crew.

In regards to Stone Cold, Vince announced that he wouldn't be getting his title shot at RAW following Survivor Series, it would be AT the Survivor Series. He said he'd be facing Boss Man in the Opening Round of the Survivor Series. McMahon then went on to call all the audience assholes.

If you haven't seen it before or can't remember, pay close attention to video 7 around the 6:30 mark for a clue as to what's coming in Part 8.

Watching that for about 90 seconds and I've heard Road Dogg get more of a reaction than about 95% of today's roster.

Wrestling Observer:
While it’s been talked about for months, it looks like HHH’s changes in developmental are going to be implemented soon. We don’t know any of them yet other than Matt Matalaro, who had been working hands on in developmental including announcing the shows, is now working out of Stamford with the creative team. His role is to help coordinate debuts and characters of new talent called up. HHH’s idea, and this is a good one, is to not call anyone up unless creative has an idea of their character and a long-term idea of what to do with them. They don’t want guys called up, and then have them flounder with nothing to do, which then gets people thinking that the guys are just filler guys because they know they have to create stars. There is an admission there are guys in Florida now who are better than the guys on the main roster, but the guys people talk about, whether they be Husky Harris or Dean Ambrose or Percy Watson or Seth Rollins, they want them to more complete and at their best when introducing them on television and all have things they can improve on. There has also been an admission, since Ambrose and Rollins are in the ring better than just about anyone there, that working the indies for years is not considered as much a laughing point or a negative as in the past.

Oddities!

Why don't I just watch a RAW from 1998 on Monday instead of the crap they put on now?

I liked Mick Foley referencing Exposed! Pro Wrestling's Greatest Secrets from NBC the night previous.

Not long after this episode he checked in to rehab (January 1999).

During this time Regal was suffering from an addiction to Renutrient, pain medication and valium and was not seen on WWF television until he returned that fall with a "Real Man's Man" builder/lumberjack style looking gimmick

Well then...I guess that explains it.

It's amazing. I know exactly what's coming, but after watching Rock get screwed & the trailer for Survivor Series: Deadly Game, I'm now looking forward to it! More hyped for the Deadly Game tournament than I am TLC.
