I had this all the strawberry floating time with my G29 and project cars. The solution is to make sure the wheel has power and is plugged in BEFORE you turn the PC on. Don't ask me why, but that's the only way for it to not cock up like that. If you plug it in after it's booted, it'll work fine on other games but project cars does the thing you're experiencing.

Yes it's just the base game. Be warned if you're getting a vive for it that it runs like utter gooseberry fool in VR, I have to knock it down to low everything on some tracks for no real reason (even ones with not a great deal of detail to them) but then on other tracks I can run it nearly at full bar some of the unnecessary fluff (because the res of the headset means you wont see it anyway). For comparison, as bland as it is, I run Assetto Corsa in VR on Ultra everything bar some of the smoke and reflection effects and its like butter. Prefer project cars as a game though, even though AC has it's plus points too.
